Among those allegedly involved in the planned assassinations were senior members of Ukraine's government protection service. Last year, the Ukrainian president said he was aware of so many plots against his life since the start of the war he'd lost count. It's alleged that the plotters had planned to kill Budanov by Orthodox Easter (May 5) and the mission was "supposed to be a gift to [Russian President Vladimir] Putin's inauguration."

It is also evidence of a major reason why Russian troops have often fought poorly in the Ukraine war: they are not following their own playbook. Artem Priakhin/Getty ImagesAssessing current Russian doctrine is difficult. However, the problem may not have been Russian doctrine as much as the overall strategy of the Ukraine war. "There are plenty of aspects to their defense that are entirely consistent with their historical practice and doctrine," Boston said. The Czech Republic has frozen the assets of two men and a news website it accuses of running an influence operation in Europe that supports “the foreign policy interests of the Russian Federation,” the country’s Foreign Ministry said in a statement. The ministry identified the men as Viktor Medvedchuk, a high-profile, pro-Russian Ukrainian politician and the leader of the effort, and Artem Marchevskyi, a Ukrainian-Israeli citizen who allegedly ran the website, the Czech-registered Voice of Europe. Long known as an ally of the Russian president, Vladimir V. Putin, Mr. Medvedchuk was arrested in Ukraine and handed over to Russia in a prisoner exchange in 2022. “We cracked down on a Russian influence operation that was directed by Viktor Medvedchuk directly from Russia,” Jan Lipavsky, the Czech foreign minister, said in a statement. “The aim was to spread pro-Russian narratives undermining Ukraine’s sovereignty while infiltrating the European Parliament.”While the Czech authorities refused to provide immediate comment on how expansive the effort was or how richly financed, officials promised further revelations.

Demand for VPN services soared after Russia restricted access to some Western social media after President Vladimir Putin ordered troops into Ukraine in February 2022. Senator Artem Sheikin said an order from the Roskomnadzor watchdog would come into force on March 1 that would block VPNs. "From March 1, 2024, an order will come into force to block VPN services providing access to sites banned in Russia," Sheikin was quoted as saying by state news agency RIA. Sheikin said that it was particularly important to block access to Meta Platforms (META.O), which owns Facebook, Instagram and WhatsApp. He stressed that this order also applies to those VPN services that give access, in particular, to Instagram, which is banned in Russia.
